About UP VPS

The state of Uttar Pradesh which was initially known as 'North-Western Provinces and Awadh'. It took enough time to get the current geographical size. India was ruled by the East India Company. Apart from the Awadh region, the remaining part of the present state had become a part of the Bengal Presidency. Between 1773 and 1856, almost the entire region of Awadh came under the suzerainty of the East India Company. Prior to the formation of the Charter Act in 1833, the post of Governor General was created in India and the area of ‚Äč‚Äčadministration that was under it came to be called the Government of India. In 1834, 'Upper Provinces' was named 'North-Western Provinces' and was made a state.

 

                In January 1858, Governor-General Lord Canning came to Allahabad and in February, the Delhi Division was separated from North-Western Provinces and given to the Lieutenant Governor of the state independently and the capital of the state became Allahabad. In the same period, in 1856, Awadh was also included in this state and this state came to be known as 'North-Western Provinces and Awadh' in 1902.

 

      After the implementation of the Government of India Act in 1919, for the first time, elections were held for the Legislative Council in the state and the post of Lieutenant Governor was changed to Governor and Sir Harcourt Butler, Lieutenant Governor of the state became Governor. In 1920, at a meeting of the Government House, Lucknow, it was decided to build the Council House at Lucknow in place of Allahabad on the basis of the majority of council members. As a result of this decision, after the Legislative Assembly in Lucknow became a permanent building for the Legislative Council meetings of the Legislative Council began to take place in Lucknow, which led to most of the time of the Governor, Minister, and Secretary of the Departments in Lucknow. Sir Butler also shifted his headquarters from Allahabad to Lucknow. By 1935, the capital was shifted from Allahabad to Lucknow. In April 1937, the state was renamed as United Provinces. The state was renamed Uttar Pradesh on 26 January 1950 when the Constitution of independent India came into force.

  In Uttar Pradesh, the House of the Legislature started by the Indian Council Act, 1861. The Act had provisions for the establishment of Legislative Councils in Bombay, Madras, Calcutta, North Weston Provinces, and Oudh; present-day Uttar Pradesh and Punjab, so that the Legislative Councils at that time, which were only as Executive Councils, were directed to name a few. In the North Westerton Provinces and Awadh also wrote a letter to the Governor-General of India and the Secretary of State to constitute a Legislative Council, but no action was taken. Subsequently, in 1885, Sir Alfred Lyell, Governor of North Weston Provinces and Oudh, was informed to the Government of India about the establishment of such a Legislative Council in Bengal, Madras, and Bombay in the past and about 25 years of the Act of 1861 Even after the establishment of the Legislative Council, it requested to establish the Legislative Council here. On this request of Sir Alfred Lyell, the Government of India wrote a letter to the Secretary of State, urging that the population of the North West and Awadh is more than the Madras or Mumbai Presidency, hence the establishment of the Legislative Council is very important. As a result of his request, a government release on November 05, 1887, as a result of a communique issued on November 26, 1886, regarding the establishment of the Legislative Council in the Northwestern Provinces and Awadh. Unfolded as.

 

      The day of January 8, 1887, was an auspicious day for the United Provinces when the United Provinces stepped on the threshold of a new era. Whose inauguration took place from the first meeting of the Legislative Council at Thornhill Memorial Hall Allahabad. At the time of this first meeting, the number of members of the Legislative Council was 9, whose tenure was 2 years, on 3 November 1892, the Indian Council Act, made by the British Parliament for the reform of the Legislative Councils in India, was established after 1892 came into effect. In the councils, the first provision was made by some institutions regarding the nomination of the recommended members after the election. It had a provision of 15 members for the Legislative Council of Northwestern Province and Awadh, out of which 7 were nominated by the Governor and 8 were members who were elected by various institutions to the Lt. Governor to be nominated as a member of the Legislative Council. Were recommended After 1902, Agra and Awadh, called the United Provinces, had 46 members of the Legislative Council under the provisions of the Indian Council Act 1909. There were 20 government and 26 non-government members. Out of these 26 non-government members, there were 20 elected and 6 nominated members. The 20 elected members were elected by Allahabad University, large municipalities, various district councils, zamindars, Muslim communities, and the Upper India Chamber of Commerce.

 

      An important era in the development of the Legislative Council of the United Provinces came through the Government of India Act, 1919, which was a modified form of the Government of India Act, 1915. Under this, the number of members of the Legislative Council increased to 123. 100 elected and 23 members nominated by the Governor. Of the elected members, 60 were elected by non-Muslims, 29 by Muslims, 1 by Europeans, 6 by zamindars, 3 by trade organizations, and 1 by the University of Allahabad. Thus about 50 percent of the members were elected by different types of electoral circles. In the first council, there were 121 members due to the nomination of only 15 members in place of Government 17 by the Governor. For the first time, a bicameral legislature was formed in the United Provinces under the Government of India Act, 1935. In this way, the Legislative Council became the second house of the Legislature. Section 61 (3) of the above Act provided that each Legislative Council shall be a permanent unit that shall not be dissolved, but every third-year one-third of its members shall be expelled from membership under the provisions of the Fifth Schedule. The strength of this House was fixed at 60, of which 34 were elected by general electors, 17 by Muslim electors, and 1 by European electors, and 8 were nominated by the Governor.

 

      In the past, the Legislative Council was formed with the objectives of keeping their representatives in the Legislature keeping in view the protection of communal and other types of interests, but in 1950, the Legislative Council was constituted under the Constitution on the basis of virtue, business, and political representation. But started doing it. Then the number of members of the Legislative Council was increased from 60 to 72 because according to the constitution, the number of members of the Legislative Council was

 

The number of members could not be more than one fourth. Although this number was much less than one-fourth of the Legislative Assembly member 431.
